To provide affordable and accessible mental health services for Filipinos, President Rodrigo Roa Duterte has signed the Philippine Mental Health Law or Republic Act No. 11036 at Malcanang, June 21.
“No longer shall Filipinos suffer silently in the dark. The people’s mental health issues will now cease to be seen as an invisible sickness spoken only in whispers.”
The law would secure the rights and welfare of persons with mental health needs and mental health professionals; provide mental health services; improve mental health care facilities; and promote mental health education in schools and workplaces.
It was stated in the landmark law that those who fail from obtaining informed consent from a mental health patient, violating the patient’s right to confidentiality, discriminating against people with mental health conditions, and administering inhumane treatment will be penalized by imprisonment of six months to two years, or a fine of P10,000 to P200,000.
“We hope that we can save someone’s precious life by the immediate implementation of this landmark law.”
